Aganang Local Municipality held community consultations on the 16 & 17 November 2013 as stipulated by Section 4 of Municipal Systems Act no 32 of 2000.The first imbizo was held at Municipal hall with high involvement and public participation from residents from various 9 wards starting from 04, 05,06,07,08,09,10,11, and 19.Outlining the purpose of the imbizo, the Mayor, Cllr Maria Mokobodi said that Aganang Municipality is required to provide service delivery progress report as indicated in the Section 6 of Municipal Systems Act no 32 of 2000."This is the platform for our residents to express and give advices to the municipality in ensuring the provisioning of quality service delivery regarding infrastructure, free basic services, roads and pre-school construction as guided by 6 Key Local Government Strategic Agenda. We are presenting the first financial report for the year 20113/14 which will explain the completed and backlog of the 2012/13 municipal projects" explained Mayor Cllr Mokobodi.
Based on the poor and rural background of Aganang residents, the service delivery rendered to communities are offered for free of charge. These services range from grading of roads, supplying of free basic alternative electricity and disaster management in partnership with sector departments. Aganang Municipality has completed most of the capital projects budgeted for the financial year 2012/13."It is with great joy to inform our people that we have managed to complete upgrading of Maribana hall and Tibane stadium, construction of Sebora crèche and installation of two Apollo lights at Setumong village. These are some of the projects we take pride for serving our residents as Aganang Municipality although there are still some projects rolled over to the financial year 2013/14", said Mayor Mokobodi.
Aganang Council took a resolution to have unfinished municipal projects passed over to the financial year 2013/14.The Mayor, Cllr Mokobodi emphasized that the municipality will fast-track the implementation of the rollovers projects. "Currently, most of the uncompleted capital projects are at the tender and adjudication stage and some near completion", explained the Mayor.
The Mayor, Cllr Mokobodi tabled some of the achievements Aganang Municipality has delivered to the people. "The Municipality caters total number 4688 households with free basic electricity on a monthly basis. Water shortage still a serious challenge within various areas, Aganang Municipality through technical department supply oil and diesel for water operators as a way to redressing the water crisis within villages. During this quarter total number of 2125 temporary employment were created through Community Works Programme (CWP) and EPWP across 10 Wards with 1197 participants", she said. The Mayor, Cllr Mokobodi further stated that an amount of R300 000 is budgeted for fencing of landfill site which is at planning stage and another R300 000 is allocated for Integrated Waste Management Plan which is at tender stage. "The municipality has procured the waste removal truck which we are going to utilize in removing of waste in our villages as a system of keeping our land and environment clean. We appeal to our residents to stop littering and recycle waste to start small business co-operatives" pledged Mayor, Cllr Mokobodi.
Daniel Phokwane from Ga-Mabitsela raised concern over the hiring process of participants in the EPWP programme in other Wards which seem to be unfair and selective. Municipal Manager Mr Ramakuntwane Selepe indicated that currently Public Works Department is developing guidelines to be followed when hiring EPWP participants in municipalities. "These guidelines will assist us in providing solutions encountered during the hiring process and ensure that transparency and fairness are adhered to by the municipality after being developed", emphasized Selepe.
The second imbizo which was scheduled to take place at Jupiter hall was boycotted by Mashashane residents demanding the municipality to address the water crisis shortage. The Mayor Cllr Mokobodi expressed disappointment over the bad behavior portrayed during the imbizo. She said that currently Aganang Local Municipality is the Water Service Provider whilst Capricorn District Municipality is the Water Service Authority. "In the financial year 2012/13, both the Municipalities signed Water Services Provision agreement that Aganang Municipality with be responsible for the operation and maintenance of water infrastructure on behalf of Capricorn District Municipality. The agreement leads to District municipality having powers for provisioning of water in all the three local municipalities excluding Polokwane Municipality", says Mayor Cllr Mokobodi. She concluded that both the municipalities are in talks to find amicable ways of addressing water shortage crisis. Residents congratulated Aganang traffic officers for enforcing and promoting road rules across majority of municipal roads.
