Infrastructure: A Catalyst to Job Creation and Local Economic Development


Aganang Local Municipality is required to develop an Integrated Development Plan (IDP) as a vehicle or platform for spheres of government and other role players to converge to realise the objects of local government, whilst living its motto "Mmogo re tla kgona".

On that note the municipality today (Friday, 18 October 2013) held its 1st IDP Representative Forum where the Her Worship Mayor, Cllr Maria Mokobodi presented the status quo, reflected on interventions and highlighted challenges whilst also sourcing inputs as far as service delivery in the 2013/2014 Financial year is concerned. IDP Representative Forum comprise Aganang, Capricorn District Municipality, sector departments like Cooperative Governance, Human Settlements and Traditional Affairs (CoGHSTA), Roads and Transport, Sport, Arts and Culture, Agriculture, Social Development, Statistics South Africa, ESKOM and the South African Police Service. Stakeholders like Taxi and caterers associations, cooperatives, community organisations, Business Chamber, Traditional Leaders etc are also represented.

The Mayor,Mokobodi said the current interventions in terms of sport, arts and culture include phase 2 upgrading of Tibane sports facility at a tune of R4 million, whilst Jupiter hall will be refurbished at an amount of R300 000. To further support early childhood learning, three crèches will be constructed at Monotwane, Phago and Rametlwana villages with a budget of R2.7 million.

Current local economic development (LED) interventions are among others operationalisation of the wholesale warehouse with a budget of R1.5 million, with R400 000 earmarked towards taping into tourism potential of the municipality in the form of fencing and designs for Matlou-Matlala botanical garden tourism centre. "We will however continue engaging various stakeholders in order to ensure that future interventions which include initiation of manufacturing activities and bulk infrastructure investment to the envisaged township and mall, geared towards local economic growth are realised," Mokobodi said. The municipality's current main economic activities are in the agriculture sector and community based initiatives.

Capricorn District Municipality has set aside an amount of R48 million to upgrade water infrastructure in various water clusters. In terms of electricity, the municipality has budgeted an amount of R2 million for electrification of 140 households in Kalkspruit and Mars village extensions, with Eskom and Capricorn District Municipality putting aside a budget of R3.5 million and R5 million respectively for electrification in Vlakfontein, Rametlwana, Mahoai, Londsdale, Mabopane, Kordon, Monyoaneng, Sebora, Diana and Jupiter village extensions. The municipality's 104 villages are all electrified except Kloesdam village, precisely because it is a new settlement and electrification is currently underway.

As the municipality continue in its quest to create jobs and grow the local economy with infrastructure as a catalyst, it has made provision for tarring of 4.5km on the Mohlonong-Diana clinic road phase 3 at an amount of R19 million. Planning and designs for the upgrading from gravel to tar of the Lonsdale-Monyoaneng clinic (R2.4 million), Mohlonong-Kalkspruit (R1.6 million), Ipopeng-Limburg (R1.3 million) and Lonsdale via Flora-Percy clinic (Kolopo) roads at R1.5 million will also be done.

The Mayor Mokobodi, accompanied by her entire Executive Committee will further outline service delivery progress and other municipal plans to the community at Izimbizo earmarked for 16 and 17 November 2013. Residents will also be given an opportunity to give inputs on how the municipality can speedily deliver basic service for quality of life. Municipal infrastructure and basic services backlogs are outlined below.
